Should Obama mandate that fat people exercise?

So the government is telling me that if i don't purchase health
insurance they can fine me or lock me up.

But since a sizable percentage of health problems can be fixed by diet
and exercise, why don't they mandate that people eat less junk food and
walk 30 min a day? That alone would drastically cut health insurance
costs.
